NEMT brokers are essential to the business. They enter into contracts with state Medicaid agencies to provide rides to elderly and low-income citizens. The process usually goes something like this: a person in need of a ride to a medical appointment contacts a call center, where they speak to a transportation broker. The broker takes down their trip request information, including time, place, and any other necessary details. The broker then verifies their eligibility for the NEMT benefit. If the person is approved, the broker reaches out to a transportation company in the area in search of a ride. Once a ride is found, the information is sent to the person to inform them that their trip is confirmed. Brokers are also often responsible for ensuring the trip is completed properly. They typically use an NEMT software to track the trip in real time. With this software, they can also contact the driver if the customer is running late or needs to be picked up from their appointment earlier than expected. 

What Types of Brokers Can I Partner With?

Depending on the size of your business and what you hope to accomplish, there are a few different types of brokers you should look into partnering with. There are big, nationwide brokers who work with companies all across the country, and there are also regional ones who work within a specific geographic area. That being said, just because you’re new or have a small business doesn’t mean you shouldn’t go after a large broker. As long as you can sell your business as a solid, reliable one to work with, there’s no reason you can’t get a partnership with a big broker or two. Nationwide Brokers

Nationwide brokers are those who work with transportation companies all over the country. They aren’t limited to one specific area, so they’re considered the “big ones.” These brokers generally have complex certification requirements, so it may seem intimidating to fill out an application to work with them. But you shouldn’t let these things deter you. If anything, their requirements may make you complete certain certifications or restructure your company, both things that in the end will better your business. Below you’ll find a list of some nationwide brokers you may want to do business with:

Modivcare (formerly LogistiCare) – Headquartered in Denver, Colorado, Modivcare is the nation's largest NEMT broker, partnered with thousands of transportation providers across the country. The company filed for Chapter 11 in August 2025 and emerged from restructuring in December 2025, continuing operations throughout.

MTM Health (formerly MTM, Inc.) – Headquartered in Lake St. Louis, Missouri, MTM Health describes itself as the largest privately-held NEMT broker in the country. After acquiring Veyo in 2022 and Access2Care in 2024, its network covers all 50 states, the District of Columbia, and Puerto Rico.

SafeRide Health – One of the fastest-growing brokers in the industry, SafeRide Health reached 1 million rides per month in February 2026 through partnerships with 40+ health plans. The San Antonio-based company operates across all 48 contiguous states plus Alaska, Hawaii, and select territories, and runs a Tier 1 program that gives high-performing providers priority trip volume.

American Logistics – Founded in 1999 and based in St. George, Utah, American Logistics operates in all 50 states, coordinating trips for Medicaid and Medicare Advantage health plans. The company posted a 99.8% grievance-free trip rate in 2023 and runs its network on its RideCafe software platform.

Ride Health – Founded in 2016 and based in New York, Ride Health pairs a technology platform with a 50-state network of transportation partners serving health plans and hospital systems. The company raised $15 million in 2025 to keep scaling the platform.

Regional Brokers

Regional brokers

Regional brokers are companies that cover a specific region within the country. While they typically operate within a geographically close cluster, they often have business operations on both coasts. Since their sizes and expectations vary from one broker to the next, requirements for doing business with a regional broker aren't a set standard. It's a good idea to research individual brokers before reaching out. Veyo – Acquired by MTM in 2022, Veyo continues to operate in 10 states: Arizona, Connecticut, Florida, Illinois, Michigan, Missouri, Ohio, Texas, Virginia, and Wisconsin. Providers in those markets may work through Veyo's platform while benefiting from MTM Health's national network.

Verida (formerly Southeastrans) – This minority-owned broker manages Medicaid transportation in Arkansas, Georgia, Indiana, Louisiana, Tennessee, and Washington DC, serving up to 3 million covered individuals through a network of more than 900 transportation providers.

Alivi Health – Based in Miami, Florida, Alivi has grown from its 2016 founding into a broker operating in at least 18 states, including recent additions New Jersey, New York, Pennsylvania, Massachusetts, and Alabama. Providers cite its weekly claims payments and 98% clean claim rate as standout benefits.

State Brokers

State brokers

State brokers are those that operate within a specific state. Partnering with one may sound limiting, but in many states these brokers control all of the Medicaid trip volume in their market. In New York, for example, every Medicaid NEMT trip flows through a single statewide broker. If you operate in one of these states, the local broker isn't just an option, it's the gateway to Medicaid work. That makes state brokers especially valuable for new NEMT companies looking to build steady volume close to home.

Provide A Ride – This broker operates in Ohio, coordinating transportation since 1989 for hospitals, health plans, government agencies, and schools, partnering with both private and public companies.

Medical Answering Services (MAS) – New York's sole statewide Medicaid transportation broker since August 2023, MAS coordinates roughly 15 million trips a year for about 7 million enrollees across all 62 counties. Any provider doing Medicaid NEMT work in New York goes through MAS.

MART – The Montachusett Regional Transit Authority is one of two Massachusetts transit authorities brokering MassHealth transportation, managing trips across 286 of the state's 351 communities in nine counties. Note that MART accepts new provider applications only from August 1 through April 30 each year.

GATRA – The Greater Attleboro Taunton Regional Transit Authority has coordinated transportation in southeastern Massachusetts since 1976 and handles the state's HST brokerage for its region, covering 30 communities across Norfolk, Bristol, and Plymouth counties.

Call the Car – California's largest NEMT brokerage, coordinating 6 to 7 million trips a year for health plans including L.A. Care, IEHP, and Blue Shield of California. Founded in 2010 by physician Dr. Michelle Tyson, it's unusual in operating as both a broker and a provider with its own fleet.

From nationwide and regional brokers to state-specific ones, there’s plenty of choices when it comes time to request your partnerships.
