MediDrive: NEMT Broker Guide for Transportation Providers

MediDrive is Colorado's new Medicaid NEMT broker, coordinating transportation for Health First Colorado members. It began serving nine Denver-area counties on July 1, 2026, with statewide expansion scheduled for January 1, 2027.

For Colorado providers, MediDrive NEMT contracting will become the primary route to Medicaid trip assignments statewide. Paired with the right NEMT dispatch software, that contract can anchor a stable Colorado operation. MediDrive's History

MediDrive, LLC entered the non-emergency medical transportation market in January 2024. The Colorado Department of Health Care Policy and Financing (HCPF) later selected it as the state's single NEMT broker, with operations beginning July 1, 2026.

MediDrive replaces Colorado's previous system, in which Transdev Health Solutions (formerly IntelliRide) brokered trips in nine Denver-area counties while providers in the remaining 55 counties billed Medicaid directly.

Where MediDrive Operates

MediDrive launched its broker services on July 1, 2026, in Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson, Larimer, and Weld counties. It also began managing mileage reimbursement across all 64 Colorado counties.

The remaining statewide rollout follows this schedule:

• September 1, 2026: Provider contracting opened to existing enrolled NEMT providers statewide.
• December 1, 2026: Members are scheduled to begin booking MediDrive trips for appointments on or after January 1.
• January 1, 2027: MediDrive is scheduled to take over NEMT brokerage in all 64 counties, including the Colorado Springs and Pueblo markets.

Under the statewide model, HCPF requires a MediDrive contract to perform Medicaid NEMT trips. Providers outside the initial nine-county area should complete onboarding before the transition.

State law requires the rollout to go region by region, with each region fully implemented before the next begins, so these dates can shift.

How to Become a MediDrive NEMT Provider

Check your enrollment status first. HCPF's moratorium on new NEMT provider enrollment runs through September 30, 2026. Existing Health First Colorado providers can begin MediDrive contracting now. New companies should follow HCPF's enrollment instructions once the moratorium expires.

The application process:

1. Confirm your Health First Colorado enrollment and gather your business information, Medicaid provider ID, and NPI.
2. Submit your company application through MediDrive's online provider form.
3. Complete driver and vehicle credentialing through ProCredEx, the platform MediDrive uses statewide.
4. Set up MediDrive's provider portal and driver app before accepting assignments.

You don't need to buy separate software to participate. HB26-1328 requires the broker to provide software to every provider in a brokered region, and it can't charge providers for licensing, implementation, maintenance, upgrades, or training.

If you already run your own dispatch platform, HCPF allows providers to connect an approved transportation management system (ATMS) to MediDrive instead. Ask your software vendor about its NEMT broker integration options before onboarding.

MediDrive Requirements for NEMT Providers

MediDrive's Colorado credentialing standards require providers to meet the following qualifications:

• Drivers: Valid driver's license, criminal background and sex offender checks, OIG and SAM exclusion screening, drug testing, motor vehicle records, and fingerprint verification
• Training: PASS, wheelchair securement, defensive driving, and First Aid/CPR/AED. Colorado regulations also require CPR and naloxone administration certification.
• Vehicles: Valid registration, safety inspections, and required liability insurance
• Business: Form W-9, Colorado Medicaid provider ID, NPI, and workers' compensation coverage

Agency vehicles need auto liability coverage of at least $300,000 per person and $600,000 per accident for bodily injury, plus $50,000 for property damage. Drivers using personal vehicles need $25,000/$50,000 bodily injury and $15,000 property damage coverage. MediDrive also requires an insurance carrier rated A or better.

Colorado's HB26-1328 also requires providers to use vehicles equipped with two-way video dash cameras and a video recording system when transporting members. The requirement doesn't apply to providers operating fleets of five or fewer vehicles. Confirm current equipment and documentation rules with MediDrive before onboarding.

Why Work With MediDrive?

As Colorado moves to a single statewide broker, a MediDrive contract gives providers access to Medicaid trip assignments across their approved service areas.

MediDrive advertises payments every two weeks, 24/7 provider support, a dedicated driver app, and centralized trip management. It doesn't require exclusivity, so providers can keep serving existing facility and private-pay clients.

HB26-1328 adds protections too. The broker can't limit how many vehicles you use, where you operate, or which service types you offer, and HCPF must prohibit trip caps except as corrective action for documented performance problems.

Review reimbursement terms before signing. Colorado implemented Medicaid rate reductions on July 1, 2026, including changes to transportation codes A0100 and A0120. Confirm MediDrive's contracted rates for your transportation modes rather than assuming the state's fee-for-service schedule applies to broker-assigned trips.
